On 15th November, the Chief Minister in Bihar launched the Har Ghar Bijli Yojana under the Nishchay Schemes launched by the Government. Now the various local agencies and officials working at the Gram level are assigned the job of implementing this scheme in the state at the grassroots level. The state of Bihar is the 12th largest state in the nation in terms of its area coverage and the 3rd largest state with the population statistics. This signifies the high population density that lies in the state. the state has 58% of its population under the age of 25, which is the maximum in any state of India. Shri Nitish Kumar is the Chief Minister currently in power in the state of Bihar and operates with the help of his cabinet. After successful meetings with the Urban Development Department and his complete cabinet, the Minister came to conclude the various terms and prestige associated with the Bihar Har Ghar Bijli Yojana, a scheme that is intended at providing electricity connection to every home in the state, even in the most remotest locations.

The areas lying in the outskirts of the state are highly populated and most are thriving on living conditions that are very basic in nature. In a move towards urbanization and improving the living conditions in the houses that are under the economic level, the CM has launched this scheme to ensure a working electricity condition in every home. According to the estimates made by the government, there are about 50 lac households in the state which will be benefiting from this scheme. The budget has been accorded to the scheme according to this estimate which will include 50 lac. By the year 2018 this scheme will be operational in the state of Bihar. This scheme was the last one in the seven schemes launched by the CM under the Nischay Schemes. A similar yojana by the Central Government is currently operational called the Deen Dayal Upadhyaya Divya Jyoti Yojana which covers most of the BPL houses in the state.

The scheme will be providing electricity connections to homes that currently do not have any operational electricity connection. The beneficiary of this scheme will be able to get a new electricity connection for free by the government but they will have to pay for the monthly rent as well as the bills regularly. If someone does not wish to have an electricity connection they will have to provide the reason and request for the same in written at their local Gram Panchayat Office or the electricity board division of their area. The state government wishes to see tremendous improvements in the conditions of the state after the implementation of this scheme. In 2005 the per capita consumption of electricity in the state was recorded to be 70 units on an average. The current statistics place the per capita electricity consumption of Bihar in the range of 258 watts. This number is expected to increase by 2018 when the state government implements the scheme to include every home in the state.

Recent statistics have also revealed that about 50% of the population strata that is currently above the poverty line in the state are still devoid of the benefits associated with an electricity connection.
